ITS Izmir – Integrated Urban Traffic Management

Project summary
400 controlled intersections, more than 3 000 connected devices and centralised traffic management.
Izmir, one of Turkey's largest cities, needed to improve traffic flow, reduce delays at signalised intersections and gain a better overview of current traffic conditions. The city also needed to provide priority for public transport and emergency vehicles, improve parking management and keep drivers informed. The aim was to connect different traffic technologies and enable their coordinated operation from a central control centre.
Between 2014 and 2017, a consortium comprising CROSS Zlín and AŽD Praha delivered a large-scale intelligent transport system (ITS). The project included adaptive traffic signal control, traffic detection, parking and information systems, road weather monitoring and automated traffic offence detection.
The solution was based on CROSS RS 4S traffic light controllers and the eDaptiva® traffic management system. The Invipo® platform enabled the integration and visualisation of data from other systems. More than 3,000 devices were connected to the infrastructure, with their operation monitored and managed from the IZUM traffic control centre.
PROJECT GOALS
- Introduce adaptive traffic signal control based on real-time traffic data
- Improve traffic flow and reduce journey times
- Provide active priority for public transport and emergency vehicles
- Extend traffic detection, monitoring and driver information systems
- Improve the use of parking capacity and guide drivers to available parking spaces
- Support road safety through automated traffic offence detection
- Integrate traffic technologies into a centralised monitoring and control system

RESULT
The introduction of adaptive traffic control made it possible to adjust traffic signals according to current traffic conditions. According to CROSS project documentation, journey times were reduced by approximately one third on selected road sections, and by more than half in some cases.
The active priority system enabled traffic signal timings to be adjusted for public transport and emergency vehicles. A total of 1 500 buses, 164 fire service vehicles and 100 ambulances were connected to the system.
The city also gained the ability to monitor parking occupancy both on streets and in car parks. Information on available parking spaces helps guide drivers, while the CROSS Pavis system enables automated detection of illegal stopping and parking.

The traffic information system provides drivers with up-to-date information on traffic conditions, journey times, accidents, road closures and weather conditions. Electronic information displays also provide passengers with public transport information.
A key outcome of the project was the integration of different traffic technologies into a single monitoring and control system. The eDaptiva® system manages traffic signal control, while the Invipo® platform integrates data from other systems. Operators at the IZUM traffic control centre can therefore monitor traffic around the clock and coordinate the operation of connected technologies.
ITS Izmir received the international Smart City Service Award in 2017.
