Implementation of an extensive HSWIM monitoring system in the UAE

The project involved the design, construction, and commissioning of a comprehensive high-speed weigh-in-motion (HSWIM) system to monitor and enforce vehicle weight compliance in accordance with UAE Federal Cabinet Resolution No. 138 of 2023 and Federal Decree No. 12 of 2023.

A total of 25 HSWIM gates were deployed across 11 locations, covering 63 monitored lanes-including hard shoulder lanes-out of a total of 95 lanes, monitoring both inbound and outbound directions. The solution features advanced sensing technology, robust data acquisition, seamless integration with municipal systems, and comprehensive violation enforcement capabilities.

Key features of the system:

  • 122 pcs of Adaptive Recognition VIDAR SMART HDx ANPR cameras with 98%+ plate reading accuracy.
  • 40 pcs of overview camera systems providing reference images.
  • 67 pcs of external illumination units.
  • 166 pcs of high-resolution 3D LiDAR-based dimension scanners.
  • Real-time vehicle classification, axle load, and gross weight capture.
  • Local and central data storage with Invipo platform integration.
  • Central system with high-availability servers and SAN storage.
  • Seamless connectivity to municipal systems via secured APIs.
  • 90-day video storage for each site.
  • Deployment of a static scale station on E66 road for reference weighing.
  • 5-year maintenance and support agreement.

WIM System Configuration:

All stations were equipped with high-accuracy quartz sensors in a layout capable of achieving 97% accuracy for weight measurement and vehicle classification, including skewed sensors for dual-tire detection suitable for direct enforcement.

Construction and technical measurement

To achieve best possible level of accuracy, on site-specific structural road analysis using falling weight deflectometer (FWD) and profilometer data were carried out to verify pavement stiffness and road geometry.
